Your "Chungking Confidential" telegram dated the 6th

is to hand, the contents of which have been carefully noted.

With reference to the sending of messages by our station, we will

act as instructed. For your information, I wish to enumerate

below what has been taking place recently and the reasons for

having telegrams despatched by the Radio Office :-

With reference to the establishment of a station here, the

Hong Kong Government, being handicapped by the International

Telegraphic and Fostal Regulations, cannot consent to the

establishment of radio stations in Hong Kong, no matter which

organisation, and our Bank was only allowed to connect SHUM CHUN

by telephone for communication purposes.

Our men were evacuated and our apparatus brought to Hong

Kong Territory after the recent withdrawal of our SHUM CHUN

station, which fact is well known to the Hong Kong Government.

This means that before we re-build our SHUM CHUN Station we

cannot transmit messages in Hong Kong. Therefore, if we do not

send some of the messages to the Radio Office to be despatched,

the Government will suspect that we have unlawfully established

a radio station, thus causing attention and investigation.
